What You Will Do
The Trade Operations Compliance (HS + FTA + Valuation) Senior Analyst is responsible for ensuring the accurate classification of goods under the Harmonized System (HS), compliant customs valuation, effective Free Trade Agreement (FTA) qualification and utilization, and adherence to applicable import and export regulatory requirements, including license and quota management. The role supports compliant and efficient cross-border trade activities through the execution of well-defined trade compliance controls. This position applies technical trade compliance expertise across all international material movements, including raw materials (RM), packaging materials (PM), NPD/NPI materials, finished goods (FG), commercial and non-commercial samples, capital equipment, and other dutiable or non-dutiable goods. The role contributes to audit readiness, post-entry review support, process excellence, and continuous improvement by ensuring accuracy, consistency, and effective documentation of trade data.
Key Responsibilities
- Execute and maintain HS classification, valuation, and FTA controls in accordance with internal policies and regulatory requirements
- Maintain documented classification rationales, valuation methodologies, origin determinations, and supporting evidence
- Perform customs valuation reviews, including evaluation of assists, royalties, freight, insurance, and related party considerations
- Determine country of origin and assess FTA eligibility, supporting accurate preference claims
- Administer and monitor import and export licenses and quota usage
- Review and validate customs documentation and broker submissions related to classification, valuation, origin, and licensing
- Support post-entry reviews, audits, and regulatory inquiries, including evidence preparation and issue resolution
- Identify control deficiencies, compliance risks, and process improvement opportunities
- Support continuous improvement initiatives to enhance control effectiveness and operational efficiency
- Escalate material compliance risks and unresolved exceptions in accordance with governance protocols
Team Leadership & People Management
- No direct people management responsibility
- Acts as a subject-matter resource and provides guidance to operational and compliance stakeholders
Budget and Financial Accountability
- No direct budget ownership
- Supports duty accuracy, avoidance of penalties, and financial compliance through effective classification, valuation, and FTA controls
Stakeholder & External Interface
- Trade Operations, Compliance, Finance, Logistics, and IT teams
- Customs brokers, freight forwarders, and trade service providers
- Internal Audit and external auditors
- Regulatory authorities, as required
Key Decision Rights
- Execute defined trade compliance controls and validation activities
- Recommend corrective actions and process improvements
- Escalate material compliance risks or control failures
Qualifications & Experience
Minimum Requirements
- Bachelor’s degree in International Business, Supply Chain, Finance, Accounting, or a related field, or equivalent experience
- Certification in Foreign Trade /EXIM will be preferred
- 5+ years of experience in trade compliance, customs operations, or global trade roles
- Working knowledge of HS classification, customs valuation principles, and FTA requirements
- Experience supporting audits, post-entry reviews, or compliance monitoring activities
- Proficiency in ERP and trade compliance systems
- Strong analytical and communication skills
Ideal Candidate Requirements
- 7–10+ years of progressive trade compliance or governance experience
- Demonstrated expertise in HS classification governance, customs valuation methodologies, and FTA management
- Experience with SOX-style internal controls, documentation, and remediation Experience driving trade compliance process improvements
- Trade compliance or customs certification
